Physical Sites and Lab Policy

Policy 

UD physical sites including classrooms and labs are intended to support the delivery of our programs and courses.  UD must ensure that our physical facilities support the delivery of our programs and courses in a high-quality and effective manner that is accessible, safe and in compliance for students, faculty, staff and visitors.

1. Responsibilities:

The following are responsible for implementing this policy:

  • Vice President Academic Affairs Office and Deans: Ensure that the physical sites meet the academic requirements of the institution's programmes and courses.
  • DOA and the Procurement and Facilities Office: Holds the responsibility of ensuring that the physical sites are safe, secure, and accessible.
  • HSE Officer: Is responsible for ensuring that the physical sites comply with all applicable laws and regulations, including those set by Dubai Chambers.

2. Procedures:

2.1  The following procedures must be followed when establishing new physical sites or making changes to existing physical sites that are designed for academic programs:

 A. The academic unit responsible for the program or course must submit a proposal to the VPAA. The proposal must include a description of the physical site requirements and how the site meets the academic requirements of the program or course.

B. The VPAA will review the proposal and make a recommendation to the President.

C. The President will make a decision on the proposal. 

  • If it is a minor modification the President will approve
  • If categorized as a major upgrade, improvement or expansion, the President will take it to the BoT for approval.

 D. If the proposal is approved, the DOA and Procurement and Facilities Department will develop a plan for establishing or modifying the physical site and follow established procedures for procurement. 

E. The HSE Officer will review the plan to ensure compliance with all applicable laws and regulations.

F. Once the plan is approved, the Procurement and Facilities Department will implement the plan.

2.2 The following procedures must be followed when establishing new physical sites or making changes to existing physical sites that are designed for the administration and operations of the university:

A. The department responsible for the need must submit a proposal to the DOA. The proposal must include a description of the physical site requirements and how the site meets or improves the university needs and/or requirements.

B. The DOA will review the proposal and make a recommendation to the President.

C. The President will make a decision on the proposal. 

  • If it is a minor modification the President will approve
  • If categorized as a major upgrade, improvement or expansion, the President will take it to the BoT for approval.

 D. If the proposal is approved, the DOA and Procurement and Facilities Department will develop a plan for establishing or modifying the physical site and follow established procedures for procurement. 

E. The HSE Officer will review the plan to ensure compliance with all applicable laws and regulations.

F. Once the plan is approved, the Procurement and Facilities Department will implement the plan.

3. Requirements of facilities, classrooms, labs and other physical sites must:

a. Use designs that are safe and accessible for all users.  

b. Include appropriate safety equipment and have a provision for the safe storage, distribution, use and disposal of any hazardous materials that could be used in labs or workshops.

c. Integrate the practice of sustainability reference policies FR 9.7 Sustainable Procurement Policy and FR 9.8 Sustainable Investment policy.

d. Include long-range and annual planning for routine, preventive and planned maintenance.
